Naval Facilities Engineering Systems Command (NAVFAC) Atlantic requests responses from qualified sources capable of providing professional services pertaining to Cost of Capital in support of the Utility Rates and Studies Office in accordance with the Performance Work Statement (Attachment 1). Labor Categories to be proposed for the base and option years are contained in (Attachment 2). Other Direct Costs (ODCs) and Travel will be determined and negotiated on a task order basis. Overhead, profit, and handling fees are not allowed on ODCs or travel. Travel requirements shall be reimbursed in accordance with Joint Travel Regulations.
