This is a COMBINED SYNOPSIS/SOLICITATION for support services to deliver one distance learning section each of SE3011 (Engineering Economics and Cost Estimation) and SE4950 (System of Systems Engineering) in the Fall Quarter of Academic Year 2021. Services and is prepared in accordance with the information in FAR Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87-1 and DFARS Publication Notice 20160325. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Description of Service: The Department of Systems Engineering at the Naval Postgraduate School (NPS), has a requirement for support services to deliver one distance learning section each of SE3011 and SE4950 in the Fall Quarter of Academic Year 2021. SE3011 Engineering Economics and Cost Estimation An introduction to the cost aspects of systems engineering, exploring cost from a decision-making perspective. Examines how cost is used to select alternatives and how the cost of systems can be measured. Concepts covered include economic analysis, cost behavior, cost allocation, system cost, life cycle costs, cost over time, cost estimating techniques, cost uncertainty, and cost risk. SE4950 System of Systems Engineering Systems of systems (SoS) arise when a number of independently developed systems are integrated to perform tasks of which the independent systems are incapable. This course discusses the special problems of engineering systems of systems. Topics include characteristics of SoS, engineering management of SoS, engineering methodology of SoS, SoS architecture, analysis of SoS, and tools for engineering SoS. This course uses a seminar approach with out-of-classroom reading and in-class discussions of the reading replacing traditional lectures. Case studies are used extensively. Contractor support is required to facilitate the learning objectives to the students enrolled in the courses. The contractor(s) shall monitor student’s performance throughout the academic quarter and establish a graduate level understanding of the subject matter. The contractor(s) will be provided with any existing and available course materials, lesson plans, sample syllabus, and lecture notes from previous deliveries of the course as Government Furnished Information (GFI). Contractor(s) will be given access to Government provided course management websites and content. The above referenced courses are distance learning classes and will be delivered using Government provided web applications with students at various locations. The instructor does not need to be located in Monterey to deliver the distance learning classes and can perform services at the contractor’s location.
