As reference within the previous special notice posting ID:N6134022R0007, for which no responses were received, the Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source the Aegis Virtual Operator Trainer (AVOT), Phase III, effort to Lockheed Martin Corporation Rotary and Mission Systems (hereinafter “LM RMS”)(Cage Code 16331) of Orlando, FL under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii). LM RMS is the owner of the proprietary software which operates within the Aegis Virtual Operator Trainer (AVOT) training devices and is the only known source capable executing the requirement while ensuring the integrity of the training is not compromised. In order to comply with DFARS PGI 206.302-1, the Government is further seeking information on the availability of potential comparable sources to provide the Aegis Virtual Operator Trainer (AVOT) to the fleet. Responses to this presolicitation notice will be utilized to ensure no comparable source is available and more advantageous to the Government.
