The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a firm fixed price brand name purchase order using simplified acquisition procedures for electrical components. This procurement is brand name for the following reason: the items are required to support the SDV program. These items are called out by part number/manufacturer on SDV drawings as being the only acceptable items. If other brands with salient characteristics were to be selected, they would have to be vetted through testing, drawings would have to be revised, and the Technical Warrant Holder would have to ultimately approve the changes, thus resulting in extra cost and unacceptable project delays.
