Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02). Nature and/or description of the action being approved. This action will award a purchase order, on a brand name basis, to acquire a Rosemount X- Stream Gas Analyzer. The X-Stream analyzer will provide an upgrade of the capability of the unmanned diving operations inside the unmanned hyperbaric chambers at NEDU. This procurement will be competed among authorized distributors of Rosemount brand equipment A description of the supplies or services required to meet the agency’s needs (including the estimated value). This procurement is for: The estimated value of this procurement is approximately $133,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This procurement will be funded with 2020 Operation and Maintenance, Navy (OMN) funds. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). The Rosemount brand X-Stream gas analyzer is being acquired to upgrade and modernize equipment used to meet testing requirements of unmanned diving operations at NEDU. Manipulation of certain components of diving equipment while testing under pressure is critical for collection of the data points required to fulfill NAVSEA testing requirements. The Rosemount brand system requested is the ONLY equipment that provides the necessary functions and is compatible with the current installed hardware and software control systems. In summary, using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU. Therefore, it is imperative that the Rosemount brand X-Stream Analyzer is acquired as soon as possible. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Rosemount is the only brand of equipment that is compatible with existing NEDU equipment. This requirement will be synopsized on the beta.SAM.gov website per FAR Part 5.2. Any other facts supporting the justification. None A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, the Rosemount brand of equipment is the only equipment that is compatible with existing NEDU equipment and therefore is the only equipment that will meet the needs of the Government.
