SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: N4215823RC30162 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 541810 - Advertising Agencies, which has a corresponding Size Standard of $ 22.5 (millions of dollars), and Product or Service Code, (PSC) of R426, Support-Professional: Communication. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide a capabilities statement, along with a description of similar services offered to the Government and to commercial customers for the past three years. 2. Program Details: Norfolk Naval Shipyard (NNSY) requests advertising to a large area of on-air television, streaming, and digital video media advertising in surrounding communities of Hampton Roads, Central Virginia, and the Outer Banks (North Carolina) to inform the public about NNSY’s continued hiring for on-air viewers monthly between the ages of 18-49 to support hiring objectives. Generic “we’re hiring” messages will run 5 December 2022 through 4 December 2023. Contractor Responsibilities: On-Air: 5 December 2022 – 4 December 2023: 30 NNSY produced commercial will air every two weeks at a minimum of three times throughout the day (morning, afternoon, evening) prior to the Job Fair consistently for a lasting impact with the viewership. Scope: Type of commercial: :30 generic hiring commercial produced by NNSY to be aired 5 December 2022 through 4 December 2023. Script: “Norfolk Naval Shipyard is an equal opportunity employer in Portsmouth, Virginia has full time job opportunities for production skill trades including experienced Pipefitters, Electricians, Welders, Marine Machinery Mechanics, Shipwrights, Riggers, and more. All applicants must be a U.S. citizen and be able to pass government pre-employment screening process. Streaming: Ads are available 24/7 via contractor website and mobile app. Digital Elements: Contractor will use Facebook to strategically place NNSY advertising and deliver targeted ads with Geo-Fencing to target and deliver recruitment messages (static display or video) to a specific profile (potential employees) based on their geography, demographics, behaviors and search and online habits. Once they click on the advertisement, they will be taken to the Norfolk Naval Shipyard’s website or landing page to learn more about the shipyard and job opportunities. Geographically targeting: Digitally Geo-Fence large designated areas from Baltimore down to North Carolina, up the Eastern Shore to Accomack County and west to Franklin, and surrounding communities to target specific career opportunities at the shipyard. Social Media (Facebook and Instagram): Deliver targeted ads in designated geographic areas every month. Contractor will provide metrics throughout entire campaign.
