This Justification and Approval (J&A) authorizes and approves the use of the Vehicle Barrier: RSSI RSS-2000N or Gibraltar G-2000N for active vehicle barriers (AVB) or final denial barriers brand name material for security equipment that will be required as part of the construction project CNIC Final Denial Barriers as part of solicitation N4008525R2588 at Naval Support Activity Crane in Crane, Indiana. The project will be solicited and procured on the existing NAVFAC ML PWD Crane Small Business Multiple Award Construction Contract (SBMACC), which is a design build, design bid-build, indefinite delivery/ indefinite quantity (IDIQ) contract awarded on 29 September 2023 and expires on 28 September 2028. This multiple award contract was issued as a total small business set-aside and was awarded to nine small business contractors who will compete for this task order award. Utilizing this existing multiple award IDIQ is the most effective and efficient use of Government resources to procure these services. The nine contractors on the contract are as follows: Addon Services LLC, Building Associates Inc., CJW Contractors Inc., Enfield Enterprises NC, Krempp Construction Inc., Richard Group LLC, Doyon Management Services, Industria Inc., and Howard W.
