This is a market survey for small business acquisition planning purposes, and no formal solicitation exists at this time. This contract is for engineering services from a single contractor to support Military Sealift Command (MSC) in the areas of ship inspections programs, Safety Management System programs, and Damage Control –Environmental Protection programs. MSC is soliciting input, with particular emphasis on Small Business (SB), 8(a), HUBZone and other socio-economic concerns, to determine the technical, administrative, management, and financial capability of potential offerors to perform this kind of work. Interested offerors must submit a brief but complete capability statement that demonstrates the capability to perform the Basic Requirements of the Draft Performance Work Statement (PWS) for an evaluation no later than 08 November 2022 at 0900 Eastern Standard Time. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established, if the requirement should be sole sourced to large business, or whether small businesses and large businesses should be able to compete for work.
