The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0042121G0005 to Collins Aerospace, 400 Collins Rd., NE, Cedar Rapids, IA 52498 to produce Kit Labels in accourdance MIL-STD-129R using Kit NSNs generated by the F-16 and A-10 SPO. The lavels will be attached to all newly procured RT-1990A(C) & RT-2036(C) radios, C-12561B RCU and MT-4935 mount in place of the traditional labels that contain the ARC-210 basic NSNs. Radios will be shipped under the Kit NSNs to a DLA storage warehouse at Hill Air Force Base, Utah as described in this SOW. Power[SDRCA1] [BCCNA22] on and replace batteries on all RT-2036(C) radios that are in Customer Owned Property Storage (COPS[SDRCA3] [BCCNA24] ). This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Collins Aerospace is the Original Equipment Manufacturer (OEM) of both the hardware and software of the TACAN Systems. The Government does not possess adequate data or the rights necessary to competitively award this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPROSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
