This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The request for quote (RFQ) number is N0018921Q0215. The Government intends to solicit a Firm Fixed Price, single award Indefinite Delivery Indefinite Quantity (IDIQ) contract as full and open competition, under the authority of FAR 13.104. The NAICS code is 488330 and the Small Business Standard is $41.5 Million. The proposed contract action is to procure towing and docking services for the 2021 Hurricane Season for the following Landing Craft Utility (LCU) LCU-1643, 1644, 1655 and 1664 in support of Assault Craft Unit Two (ACU2). A detailed description of the requirement is provided in the attached attached performance work statement (PWS). The required period or performance is 01 AUG 2021 - 30 NOV 2021. Place of performance: Pick-up and Drop-off of LCU: Joint Expeditionary Base Little Creek BLDG 1522 Assault Craft Unit TWO (ACU- 2) 2901 Amphibious Drive Virginia Beach, VA 23459 Storage of LCU: Contractors Facility must be within a 50 mile radius of Joint Expeditionary Base Little Creek. Method of Payment: Government Purchase Card. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-05 and DFARS Publication Notice 2/24/2021. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Specific evaluation criteria included in paragraph (a) of the provision is as follows: The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote.
