Description The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department, Code 02 is seeking potential sources for production of class 2 Carpet Roll N-5 Double-Base Propellant, to include acceptance tests of a first article submission. The propellant must meet the following requirement: Propellant tests in accordance with MIL-P-17689 at both contractor site and NSWC IHEODTD testing facility Successful grain manufacture and rocket motor ballistic testing at NSWC IHEODTD testing facility Purpose The purpose of this Sources Sought Notice is to identify potential sources for the manufacture and delivery of N-5 Double-Base Propellant. Potential sources should have design, production engineering, manufacturing, and quality assurance expertise and skills for this or similar items. The manufacture of the propellant will be subject to first article testing to qualify the manufacturer as a supplier for the propellant. Contractor test capabilities to conduct testing of the propellant are required. Planned Acquisition The U.S. Government plans to award a Firm Fixed Price single-award five-year contract in FY20. Should a contract be pursued, the U.S. Government will award an estimated quantity of 300,000 lbs. of Class 2 N-5 propellant carpet rolls during the five-year procurement. Requested Information The respondents shall provide the following information: Past performance in manufacturing of the requested or similar items. A description of technical and manufacturing capabilities as applicable to this item. A description of facilities and testing capabilities. All interested sources shall provide estimate pricing on company letterhead.
