This requirement will have four (4) Line items (CLIN) to include the following: CLIN 1: Assembly of already procured material to build up 5 Navigation cabinets that form the 2nd pre-production shipset (which is made up of 5 cabinets) for use in development testing in the Ashore Navigation Center (ANC) at LMRMS’s facility in Mitchel Field, NY. Also includes updating the Engineering Development Model (EDM) shipset to near-tactical capability, relocating the EDM shipset from the ANC into the SW lab, and installing the pre-production shipset in the ANC. CLIN 2: Procurement, build, and delivery of a single Navigation Signal Processing (NSP) cabinet (1 part of the tactical navigation shipset) for delivery to NAVSEA. CLIN 3: Procurement and delivery of Mockup Input/output (I/O) panels) to support UK10. CLIN 4: Development of software for the Portable Navigation Sonar System (PNSS) Simulator, which is an Auxiliary System required to support development and testing in the ANC. In addition, scope includes procurement of one PNSS Simulator to be used in the SW lab to support tactical development and testing in the ANC. The Task Order will contain US & UK sponsored efforts for FY21. Lockheed Martin is the only known source with the critical experience, expertise, personnel, facilities, and in-depth knowledge of the Pre-Production Assembly Completion and NSP Cabinet for Destructive Testing required to perform the subject effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under Authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
