The Naval Sea Systems Command (NAVSEA) intends to award blanket purchase agreements (BPAs) to the Virginia Department of Transportation (VDOT) and the Maryland Transportation Authority (MDTA), using other than full and open competition pursuant to 10 U.S.C. 2304 (c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The anticipated BPAs will provide the six E-ZPass accounts and twenty transponders needed in order to support the local transportation requirements of NAVSEA HQ and the following five NAVSEA activities: Naval Ordnance Safety and Security Activity (NOSSA), Surface Maintenance Engineering Planning Program (SURFMEPP), SCSC-Wallops Island, AEGIS Technical Representative (AEGIS TECHREP), and Radiological Affairs Support Office (RASO). These six NAVSEA activities require E-ZPass accounts and transponders for mission requirements that routinely require local transportation across toll lanes and bridges along the east coast of the United States while in a non-travel status. All transponders will have HOV/Flex option in order to take advantage of lowest cost to the government. The ordering period for both BPAs will cover fiscal years (FY) 2021 - 2025. This notice is not a request for competitive proposals. Responses to this notice must be received by 17:00 EST on 06 November 2020. Responses shall be submitted via e-mail to brittany.burton@navy.mil and reference the Notice ID and Title “N0002420NR23555 - NAVSEA E-ZPass Requirement” in the subject line of the email.
