Melb... THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award an indefinite delivery, indefinite quantity (IDIQ) type contract with DRS Systems, Inc. Melbourne, FL to support the AN/AAQ-45 Distributed Aperture Infrared Countermeasure (DAIRCM). The IDIQ will include non-recurring engineering (NRE) for A-Kit and B-Kit platform integration, Weapons Replaceable Assemblies (WRAs) for Joint Urgent Operational Need Statement (JUONS) and Engineering, Manufacturing and Development (EMD) system configurations, field service representatives (FSR) for in service support, and test equipment. WRAs include Engineering Development Models (EDMs) and Production Representative Models (PRMs) including sensors, processors, lasers and fiber kits. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
