The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a modification to the existing Sustaining Engineering and Support (SES) IV Contract, N0001924C0005, on a sole source basis to Northrop Grumman Systems Corporation (NGSC). The anticipated Cost-Plus-Fixed-Fee (CPFF) contract modification is for Quarterly Firmware and Software Upgrades to HAIPEs (High Assurance Internet Protocol Encryptors) to support the Triton MQ-4C Unmanned Aircraft Systems (UAS). This contract modification is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204 (a)(l) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton air vehicles and ground stations. Therefore, NGSC is the only source with the requisite knowledge of the Triton design, operation, and maintenance to successfully provide the necessary FSRs, engineering, systems integration, and sustainment support. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. All responsible sources may submit a capability statement, which will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Subcontracting opportunities should be sought directly from NGSC. There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
