The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Fxed Price Incentive (FFI) modification under the E-2D Advanced Hawkeye Multi-Year Procurement II (MYPII) contract N00019-18-C-1037 with Northrop Grumman Systems Corporation (NGSC), Melbourne, FL. This modification is to add an additional Variation in Quantity (VIQ) E-2D Aircraft. As the sole designer, developer and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.
