The Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland intends to issue a Delivery Order under Basic Ordering Agreement (BOA) N00019-20-G-0007 to Raytheon Missiles & Defense (RMD), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform all work necessary to field the Army’s Medium Range Capability (MRC) land based Tomahawk system, to include engineering and analysis support. Tasking includes, but is not limited to, providing all material, labor, program management, and engineering for development of launch and flight performance guidance, thermal environment guidance, Hazard of Electromagnetic Radiation to Ordnance (HERO)/Electromagnetic Vulnerability (EMV), shock and vibe assessment and participation leading to concurrence on common interface specifications. The Government anticipates a Base Order with 3 Options. The 3 options include shock and vibration, electromagnetic environment assessment, and thermal environment assessment. The period of performance anticipated for this effort will be 24 months. The anticipated start date is January 2023. Raytheon is the sole manufacturer of the Tomahawk Missile System. This action is being awarded on a sole source basis to RMD in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RMD is the sole designer, developer, and producer of the Tomahawk Cruise Missile and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, RMD is the only source that possesses the totality of engineering and technical data required to perform these efforts. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
