The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source hybrid cost-reimbursement and fixed price type contract modification to contract N00019-20-C-0041 with DRS Systems, Inc. Melbourne, FL for non-recurring engineering, to include engineering development models and production representative models of sensors, processors, lasers, and fiber optic cable assemblies (FOCA), of the AN/AAQ-45 system of the Distributed Aperture Infrared Countermeasures (DAIRCM) program to support Department of Defense (DoD) requirements for the United States Army (USA) and United States Air Force (USAF). This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
