The Naval Air Systems Command (NAVAIR) intends to award a sole source, Cost Plus Incentive Fee (CPIF) modification to an existing contraact with The Boeing Company (TBC), St. Louis, MO, for the procurement of one year in support of Government activities associated with the full platform integration Next Generation Jammer Mid-Band (NGJ_MB) on the EA-18G aircraft. The contractor will work jointly with the Government to assist in the development of aircraft integration requirements and design/development efforts for NGJ-MB. This effort includes Software Build Release Reviews (BRR); requirements verification; integration lab and other support; instrumentation; Operational Test Readiness Review (OTRR) preparation and deployment; post-OTRR support; and aircrew and maintenance cadre training. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". As the original equipment manufacturer and sole designer, developer, and weapons system integrator of the EA-18G aircraft and its systems, only The Boeing Company has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. Firms interested in subcontracting opportunities may contact Tiffany Blocker, Boeing, at (636) 328-2684.
