The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-22-G-0011 with Collins Aerospace, United Kingdom. This order consists of tasks required to provide two Component Maintenance Manuals (CMMs) (one for Fuel Pump Metering Unit (FPMU) and one for Propulsion Control Module Unit (PCMU)). Please be advised, the Government intends to award the contract under Basic Ordering Agreement (BOA) N00019-22-G-0011 to Collins Aerospace. At this time, Collins Aerospace is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements. NAVAIR intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
