Naval Air Systems Command (NAVAIR) intends to award a sole source, cost type order under Basic Ordering Agreement (BOA) N00019-20-G-0005 to Northrop Grumman System Corporation (NGSC) for continuing In-Service Support (ISS) and Technical Support for Foreign Military Sales (FMS) members in support of E-2C and E-2D aircraft common and unique requirements. FMS members include Japan, France, Egypt, and Taiwan. The period of performance for this order is intended to be no longer than 60 months in length, with one (1) 12-month base period and four (4) 12-month option periods. NGSC is the only company that possesses the extensive knowledge and technical data required to successfully provide technical in-service support in relation to the continued sustainment of the E-2C and E-2D aircraft. NGSC is the sole source designer, manufacturer, and system integrator for the E-2 aircraft. Only NGSC has the engineering, manufacturing, and unique logistics support experience and knowledge of the technical data pertinent to the systems design and operational characteristics of E-2 aircraft necessary to provide support to meet Japan Air Self Defense Force (JASDF), French Ministry of Defense (FMOD), Egypt Air Force (EAF), and Taiwan Air Force (TAF) fleet operational commitments. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, “Only one responsible source and no other supplies or series will satisfy agency requirements.” There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
