Notice of Intent for the Government to Issue a Sole Source Award Contract to S&P Global Market Intelligence for Panjiva Platform License Subscriptions The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to issue a sole source, firm fixed price contract to S&P Global Market Intelligence, 1 Charles Park #1000, Cambridge, MA 02141, in order to acquire a Panjiva Platform License Subscription. The Defense Innovation Unit (DIU) requires an annual license subscription for Panjiva to conduct supply chain due diligence and provide assessments of supply chain resiliency to government stakeholders. In order to understand competitive and industry dynamics, to perform valuation, and assess risk, DIU requires an intelligence platform that brings transparency to global trade through a robust global coverage, powerful machine-learning technologies, and dynamic data visualizations. S&P’s Panjiva focuses on supply chain information that is mainly derived from Bill of Lading information, which is aggregated. With this information, DIU will be able to assess risk in supply chain activity by identfying companies doing business with potential high risk counterparties, cross-reference company-reported trade activity, track flows of dual-use materials or other goods associated with risk, and spot geographic risk by understanding a company’s geographic concentration of products and compare to that of other companies. Since S&P Global Market Intelligence only sells their products directly to customers, S&P Global Market Intelligence is the only company capable of providing the required software license subscription to support this requirement. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1) “Soliciting from a single source.” The NAICS code utilized for this procurement is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a Small Business Size Standard of 1,000 employees. The estimated amount for this procurement ranges from $25,000.00 to $35,000.00. This notice of intent is NOT a request for proposals or quotations.
