This is a sources sought notice for Naval Special Warfare Command (NSWC) Enterprise-wide Training and Exercise Support Services (TESS). NSWC plans to use the responses from this sources sought to plan and implement an acquisition strategy for NSWC TESS. NSWC is seeking responsible Service-Disabled Veteran Owned Small Business concerns under NAICS code 541990 (hereinafter “you”, “your”, the “Contractor”, “Contractors”, “vendor”, “Company”) that can provide training and exercise support services. NSW requires all personnel, supplies, materials, program management, courses of instruction, and travel in order to deliver exercise and training program services. This includes exercise support in terms of planning, staffing (exercise planners, role players, etc.) train for, executing, and analyzing exercise performance and providing instructors for relative coursework leading up to and utilized in exercise execution. Support can also include materials, vessels and other training venues and facilities, target site coordination, scenario-based exercise support, course instruction and various intelligence disciplines to support NAVSOF and other discreet units in support of both Theater and National operational requirements. Services shall be provided in various venues and locations throughout the United States of America (USA). Contractor shall maintain support personnel to government student ratios which enable effective accomplishment of training objectives; class size and training objectives defined at the task order level. Services required under this acquisition occur simultaneously at various geographically dispersed training sites throughout the Continental United States and its outlying areas to include on land and at sea. Some locations are on military bases/training areas, and some are not. 2. Both at the time of proposal and at the time of performance, Contractors shall have an existing TOP SECRET facility clearance and SECRET safeguarding capability. NSWC will not sponsor vendors. Facility and Safeguarding information will be verified through the Defense Security Services (DSS) to receive future correspondence regarding the requirement. 3. Contractors shall submit a capabilities statement (not to exceed ten pages) that demonstrates their capability addressing each of the following questions: A. Discuss your experience providing training and exercise support services to NSWC or equivalent military organization. B. Does your company have the ability to receive documents classified as SECRET electronically? Please explain. C. Discuss your ability and experience in managing several training or exercise events occurring simultaneously. D. Discuss your financial capability to support several training or exercise events occurring simultaneously. E. Discuss your recruitment process to find skilled training and exercise support staff, with SOF experience. F. What is your experience with training and exercise events at sea? G. What is your experience with training and exercise events that transition between land and sea? H. Provide a list of contract numbers, past or current contracts and/or subcontracts that were awarded to your company, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. 4. Upon written request by a vendor and only if the government is able to verify SECRET safeguarding capability of the vendor, the government may provide written or verbal summary(ies) of training and exercise support services that may be required. Written requests do not extend or otherwise impact the deadline of 12 January 2024 for responses and should be forwarded to christina.m.mcmurtry.civ@socom.mil containing a subject line that reads, “NSWC TESS request for information. 5. Companies are highly encouraged to submit a capabilities statement that contains tailored responses to questions rather than a generic capability statement to ensure the needed information is provided. The Government will not respond to Companies that do not follow the submission instructions in this notice. 6. All responses should be forwarded to christina.m.mcmurtry.civ@socom.mil. This is an unclassified e-mail addresses therefore no classified information should be sent to this e-mail address. All e-mail correspondence shall contain a subject line that reads, “NSWC TESS” and submitted NLT 12 January 2024 at 1000 am mst. 7. E-mail filters at NSWC are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also .zip or .exe files are prohibited attachments and may be deleted by the e-mail filters at NSWC. Ensure only .pdf, .doc, or .xls documents are sent as attachments to e-mail.
