Notice of Proposed Contract Action (NOPCA) / Sources Sought THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCKA), Joint Base San Antonio, hereby gives notice of intent to award a sole source Firm-Fixed Price contract as implemented by Federal Acquisition Regulation (FAR) 11.105(a) and 13.106-1(b)(1), soliciting from a single source to satisfy agency requirements. AFLCMC/HNCK intends to award a sole source contract to purchase Mylar Timing Paper from Barcoding, Inc., 3840 Bank St, Baltimore MD 21231-2522, Cage Code: 1QUF6. Barcoding, Inc. is the only vendor that has manufactured the Mylar Timing Paper since 2006 and has demonstrated multiple times they can meet our drawing specifications. No other company has been able to produce acceptable Mylar Timing Paper primarily due to the complex markings and precise spacing required on the timing paper. The Government intends to award by January 2022. Proposals for the required items are NOT being requested through this notice. A determination for other than full and open competition has been approved for this acquisition. If a firm believes it is capable of meeting the Government’s requirements, it may identify its interest and capability to the Contract Specialist within fourteen (14) days of this publication, no later than 17 Dec 2021. Interested firms must indicate whether they are large, small, any socio–economic classifications, and whether they are U.S. or foreign owned.
