This requirement is for engineering services in support of A-10 aircraft structural integrity. As the aircraft ages, unforeseen failures develop that require engineering analysis and review to develop corrective action plans. ASIP is intended to provide the avenue with which these activities can pro-actively be identified and addressed prior to them becoming a safety of operation item requiring aircraft grounding. The ASIP Legacy program in particular requires access to Original Equipment Manufacturer (OEM) data which is possessed by one company, NG. Some examples of the types of data required are: tooling drawings, assembly and manufacturing specifications, configuration documentation, tear-down data, secondary contractor data, test data and analyses, and the history of repairs, installations and modifications on each individual aircraft. The government does not have a sufficient Technical Data Package (TDP) to allow for competition
