[Added to Description on 24 Jun 2020] The purpose of this Market Research is to define the Japanese commercial practice whether it meets U.S. Government trucking requirements on acquisition of Customs Clearance and Transportation of Freight in Japan. Please answer the attached questions with reasoning, an alternate plan, and the description of services as requested. This information will not be used with other contractors or organizations, outside of the U.S. Government. THIS IS NOT A REQUEST FOR QUATATION OR AN ANNOUNCEMENT OF A SOLICITAION. This is to identify sources that can perform Customs Clearance and Transportation of Freight. Firms that are interested should respond to Mr. Yuma Kato via email at yuma.kato.jp@us.af.mil by 05 Mar 2020 including the following: (1) name and address of firm; (2) a point of contact with name, title, phone, fax, and email; and (3) CAGE (NCAGE) code and DUNS number (if available). DESCRIPTION: The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to obtain customs clearance of import and export freight at the specified airports in Japan, to include transporting of said freight between the airport and U.S. Government installations, coordinating carrier booking for export freight in accordance with the terms and conditions of this contract and applicable Japanese laws and commercial trade practices. See the draft Performance Work Statement (PWS) for details. TYPE OF FREIGHT: The Contractor shall transport and clear customs for any freight as ordered by the Government. Such freight may include dangerous goods that are/were shipped by air in compliance with the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR). AREA OF PERFORMANCE (Subject to change): Area I: -Between “Narita Airport or Haneda Airport” and “Defense Logistics Agency Distribution Yokosuka Japan (DLAD Yokosuka)”. -Between “Narita Airport or Haneda Airport” and “U.S. Naval Air Facility, Atsugi (NAF Atsugi)”. -Between “Narita Airport or Haneda Airport” and “Military Sealift Command, Yokohama (MSC Yokohama)”. -Between “Narita Airport or Haneda Airport” and “Navy Overseas Air Cargo Terminal Yokota (NOACT Yokota)”. Area II: -Between “Fukuoka Airport” and “DLAD Yokosuka Detachment (DET) - Sasebo”. Area III: -Between “Narita Airport” and “Naval Air Facility (NAF) Misawa”. EXPECTED PERFORMANCE PERIOD: Five (5) years (01 Oct 2020 through 30 Sep 2025) (Subject to change) ESTIMATED QUANTITY: See draft Exhibit.
