The 49th Contracting Squadron is conducting market research and is issuing this announcement to seek potential sources who would be interested in performing Base Telecommunications System Services at Holloman AFB, NM for fiscal year 2022 (for a period of 5 years with an anticipated start date of April 2022). Work under the acquisition will support Holloman AFB with highly reliable telecommunications; and network, voice and data services by performing monthly Operations and Maintenance services and other services for the Base Telecommunications System (BTS) which will be available 24 hours per day, 7 days per week. The Contractor shall perform in accordance with standards outlined in the Performance Work Statement and with all applicable federal, state, and local laws and regulations. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services, except those specified as government furnished in the Performance Work Statement, necessary to perform BTS facility operations. BTS services shall cover operational maintenance to maintain the telephone system switch, the outside plant (OSP) and inside plant (ISP systems, network transmission systems, and all associated equipment described in the PWS. Maintenance includes maintenance and update of Telecommunications Management System databases; data administration; activation/deactivation/reactivation; fault detection/location/notification/repair/ verification; cross-connects; inventory and tracking of supplies and spares; prevention maintenance inspections, record keeping; maintenance of telephone sets, switches, station wiring and batteries and telecommunication power equipment; and contract support services. The contractor is to maintain equipment and systems in a serviceable condition or restore to serviceable condition to include inspection, periodic testing, adjustment and repair. Contractor performs disk, cartridge and tape backup of switching systems, software functions, circuit or systems data and provides directory assistance information, service orders, trouble assistance, records administration and billing as a function of switch operation. Contractor must have a fully qualified staff on base to handle all covered maintenance actions 0730-1630, Monday through Friday and have the ability to respond to emergency outages in the evenings and weekends within 2 hours. Operate and maintain minimum switching system(s), perform PMI switch power tests, perform PMI tests of spare conductors, perform PMI of manholes handholes and pullboxes, perform PMI cable analysis, respond to and restore all system service outages within the required time constraints, provide location staking and marking services, provide contractor support services, update work center records after completion of new task/work order, and comply with established procedures for completion of work orders.
