The Department of Defense (DoD) has a requirement to provide simulations to stimulate Integrated Tactical Warning/Attack Assessment (ITW/AA) systems and displays in support of Combatant Command (COCOM) Tier 1-3 training/exercise evolutions, Joint Chiefs of Staff (CJCS) assessments, and Defense Information Systems Agency (DISA) assessments. Required stimulation of systems displays includes, but is not limited to, operational warning systems and virtual warning systems contained within the Joint Integrated Missile Defense/Warning System (JIMDTS). Software is required along with a Graphic User Interface (GUI) that enables personnel to develop realistic, dynamic and timely ITW/AA simulation media used to stimulate multiple Command and Control (C2) systems that are part of the missile warning architecture and virtualized architectures, specifically JIMDTS. The software suite of tools is needed to simulate message delivery to include timing and formatting guidelines as seen in real world operations and the modeling of radar assets, sensor ground downlink stations, terrestrial assets and correlation entities into the C2 systems used in operations centers across the DoD. Systems include the Processing Display Subsystem - Migration (PDS-M), Global Command and Control System (GCCS), Missile Analysis Reporting System (MARS), the Force Survivability Analysis and Management (FSAM), and related products as generated by USSTRATCOM J7 scenario request. The data is required to be acceptably realistic, meaning that system displays simulated data as believed during real world operations. The classification of data must adhere to the classification requirements of the systems being stimulated. Places of performance include USSTRATCOM, Offutt Air Force Base, Nebraska and North American Aerospace Defense Command and U.S. Northern Command J7 (NORAD-USNORTHCOM/J7), Peterson AFB, Colorado.
