Combined Synopsis/ Solicitation for Commercial Items (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 & 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FA4418-20-Q-0009 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combined synopsis/solicitation and shall be used to submit pricing. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, Effective 14 April 2020. (iv) This acquisition is 100% small business set-aside. The associated NAICS code is 336413 with a size standard of 1,250 employees. (v) Contractors shall submit a quote for the transportation/refurbishment and one (1) year warranty of two (2) sets (four (4) total) of C-17 Maintenance Platforms, in accordance with the attached Performance Work Statement (PWS), utilizing the attached RFQ worksheet. Training on the use of the platforms shall be provided to the end user, (after refurbishment and delivery) located at Joint Base Charleston, SC. After award, these documents will become part of the contract. All responsible sources may submit a quote, which shall be considered. A fixed price contract is contemplated. (vi) Contractor will transport the 2 set of C-17 Maintenance Platforms from Dover AFB, Delaware to Joint Base Charleston, South Carolina. (vii) Delivery shall be FOB destination. The RFQ format is attached to this combined synopsis/solicitation and shall be used to provide your delivery schedule. The response will consist of three separate parts: Part I – Technical understanding: Submit a technical narrative that identifies all major work elements required to satisfy the requirements in accordance to the attached Performance Work Statement (PWS). Offerors must identify all work that will be self-performed and work that will be subcontracted. Offerors will provide an additional sanitized copy of the narrative for evaluation purposes. Part II – Price: Contractors shall complete and submit the attached RFQ. The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Part III – Past Performance: Only references for same or similar type contracts are desired. Provide no more than three references of "Recent" and "Relevant" projects. “Recent" is defined as projects within the past three years. "Relevant" is defined as; performance effort involved essentially the same magnitude of effort and complexity this RFQ requires. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: Technical Understanding - To receive a Pass rating, the offeror’s narrative must demonstrate a technical understanding of the project’s scope and magnitude. A detailed report, including refurbishment specifications, transportation method, of the 2 sets of C-17 Maintenance Platforms, a training plan for the end user/military personnel on how to use the platforms and details of what is provided in the one year warranty. Identifying all major work elements required to satisfy the government’s requirements in accordance to the attached Performance Work Statement (PWS). A Neutral rating will be given when the government cannot determine if the offeror can meet the requirements within the PWS. If the government determines based on the Technical narrative the offeror cannot meet the requirements a Fail rating will be issued. Subjective Rating Description Pass Narrative meets the requirements of the solicitation. Neutral Cannot determine if the narrative meets the requirements of the solicitation. Fail Narrative does not meets the requirements of the solicitation. Price – The Government will evaluate the total price of the offer for award purposes. Unrealistically low or high prices may be grounds for eliminating a proposal from consideration. Past Performance - The past performance evaluation will evaluate offeror’s references in terms that demonstrated recent and relevant records of performance in supplying products and services that meet the solicitation’s requirements. The recent and relevance of the information shall be considered. These are combined to establish one performance confidence assessment rating for each offeror. There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information). Efforts that are determined recent and relevant will then receive a confidence rating. In the case of offerors for which there is no or limited information on past contract efforts, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the offeror’s past performance is unknown and a performance confidence rating of “Neutral” will be assigned. Confidence ratings of Significant and Acceptable confidence will be rated more favorably than a Neutral confidence rating. Adjectival Rating Description Significant Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform this contract. Acceptable Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is limited that no meaningful confidence assessment rating can be reasonably assigned. The offeror will not be evaluated favorably or unfavorably. Partial Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. The basis of the award will be made on Technical Understanding, Past Performance, and Price with Past Performance being equal to Price and Technical Understanding. The Contracting Officer shall then make an integrated assessment to determine the best value award decision.
