In accordance with FAR 5.203, the Government hereby publicizes a Notice of Proposed Contract Action for the High-altitude Electro-Magnetic Pulse (HEMP) Verification/Re-Verification Testing (V-Testing) and Hardness Sustainment solicitation, with performance at Cheyenne Mountain Space Force Station (CMSFS) complex. The Space Operation Command (SpOC) intends to solicit competitive proposals to perform Verification/Re-Verification Testing (V-Testing) and Hardness Sustainment of the site/systems at Cheyenne Mountain Space Force Station (CMSFS) USSTRATCOM HEMP re-certification. As an optional task, the contractor may be required to conduct Verification/Re-Verification Testing of FAB-T located at CMSFS. In addition to performing V-Testing requirement, the Contractor shall provide all personnel, tools, materials, transportation, supervision, and other items necessary to: conduct and deliver a Site Survey Report (detailing existing HEMP Survivability/Endurability conditions), publish a Verification/Re-Verification Test Plan and Schedule to define the approach to testing at the required site, perform Verification/Re-Verification Testing (V-Testing) (both Continuous Wave Immersion (CWI) and Pulse Current Injection (PCI) testing sequences) of the CMSFS HEMP Topology IAW the test protocols contained in MIL-STD-188-125-1A, perform a series of TFT services that upgrade any unforeseen anomalies that could be identified through shielding effectiveness (SE) radiated testing methods, and identify and recommend potential future system enhancements. There is no current contract for this one-time periodic service. The contemplated contract type for this contract is a hybrid contract made up of Firm-Fixed Price (FFP) and Cost Reimbursement (CR) elements Contract Line Item Numbers (CLINs). The contemplated period of performance is 12 months with an estimated contract start date of 1 March 2024. This solicitation will be conducted using a Total Small Business Set-Aside (FAR 19.5). The North American Industrial Classification System (NAICS) Code is 541330 (Engineering Services) with a $25.5M small-business size-standard. The formal HEMP V-Testing and Hardness Sustainment solicitation and any amendments thereto, will be distributed through the Federal Business Opportunities (FedBizOpps) website under Solicitation Number, "FA2518-24-R-0004”. The Government intends to issue the formal HEMP V-Testing and Hardness Sustainment solicitation on or about Jan 2024.
