Statement of Objectives (SOO) for 57 OG Advanced Capabilities Pod and Angry Kitten Electronic Warfare System Maintenance and Support Services Nellis AFB, Nevada 22 February 2024 1. PURPOSE Scope: The work consists of all labor, equipment and materials required to provide maintenance and support of the Advanced Capabilities Pod System (ACaP) and Angry Kitten Electronic Warfare (EW) System. Background: The US Air Force Warfare Center (USAFWC) at Nellis AFB, NV is the primary tactical fighter testing and training center for the USAF Air Combat Command (ACC). The 64th Aggressor Squadron (AGRS) and the 706th AGRS accomplishes the mission of threat emulation and combat crew training for all Combat Air Forces assets. The current “Aggressors” consist of F-16Cs as a fourth-generation threat emulation; during this contract period of performance, F-35s are also part of the Aggressor fleet at Nellis as the 65th AGRS. To effectively accomplish the mission as an Aggressor, training will occur both at Nellis AFB and at other locations throughout the United States and overseas. The 57th Operations Group (OG) has a requirement to perform recurring weekly training sorties at Nellis AFB, Nevada. Aggressor aircraft are modified to carry unique assets to help train combat forces to defeat any adversary. 2. REQUIREMENTS Program Requirements: The Contractor shall provide scheduled and unscheduled servicing of ACaP and Angry Kitten EW Systems. Performance Period: The Government is seeking a base plus four (4) option years requirement to start no later than 1 April 2024. Place of Performance: The place of performance shall be Nellis Air Force Base, located in Las Vegas, NV, roughly 15 miles NE of downtown Las Vegas. Performance Objectives: The Contractor shall maintain the ACaP and Angry Kitten EW Pod systems per manufacturer (General Atomics and Georgia Tech Research Institute) specifications. The Contractor shall perform complete ACaP system functional checks, cockpit integrity checks between the aircraft and ACaP, pre-mission checkout and post-mission download of stored mission data (as required), minor repair of test assets (line removable components, group-A provisions), scheduled and unscheduled servicing of ACaP, and ACaP uploading, downloading, and storage. The contractor shall perform scheduled and unscheduled servicing of Angry Kitten (AK). Additionally, the contractor will be able to complete AK system functional checks, cockpit integrity checks between the aircraft and AK, pre-mission checkout and post-mission download of stored mission data (as required), minor repair of test assets (line removable components), and AK uploading, downloading, and storage. The Contractor shall upload or download the ACaP and AK for storage to Aircraft prior to pilot preflight. Flying Requirements: Nellis AFB, NV Flying Nellis AFB F-16 support: • 10 hour flying window; 3 hours prior to takeoff for preparation prior to launch, be flight ready 2 hours before launch time and 2 hours post flight activities (after last flight recovery). • 64th AGGRS turn pattern of 4x4, Monday through Friday. • 706th turn pattern of 6x4, Monday through Friday. • No weekend or federal holiday flying is usually scheduled. • There will be a maximum of 1 crossload per go for each pod type. • Deviations from these numbers may occur due to training or exercise requirements. • Exact flying requirements are detailed in the weekly flying schedule. Deployed Flying: • Deployed flying occurs in all 50 states and other countries as required. Contractor support is not required in a combat zone. The contractor shall travel with the 64 AGRS based on mission requirements. • Assumption for deployed flying: 8 hour flying window, 3 hours of preparation prior to launch and 1 hour post flight activities (after last flight recovery) at each location. No back shop scheduled or unscheduled maintenance at the authorized travel location or at the primary performance location during multiple, simultaneous deployment operations. Nellis-based flying with the ACaP and/or AK Pod may be required to be performed when deployments are taking place.
