A col... PERFORMANCE WORK STATEMENT: The Chancellor, Masters and Scholars of the University of Oxford 1. Purpose This is a non-binding contract that serves as an agreement of payment of publication fees. A collection of scientific articles will be published as supplements titled “40 Years of Fighting Infectious Diseases in Peru and South America, 1984–2023” in the Journal of Infectious Diseases. It is required by the journal that government agencies send them a Purchase Order as the agreement in lieu of their creating a non-binding contract, which is handled by the vendor “Chancellor, Masters, and Scholars of the University of Oxford” (Oxford University Press, USA). Being able to publish this collection of scientific articles will help showcase the command’s significant contributions and achievements in combating infectious diseases in Peru and South America. The data published through this channel can open more opportunities for collaborations between government agencies, universities, and private sectors, and be used by the professionals in the scientific community for decision-making based on the landscape of infectious diseases in the region. 2. Scope or mission Publication of scientific articles in the Journal of Infectious Diseases. Topics will include virology, bacteriology, entomology, parasitology, and regulated clinical trials covering a wide spectrum of research and surveillance findings in the context of disease prevalence, advanced technology for disease detection and control, antimicrobial resistance, and vaccine development. The final publication fees may vary depending on a few factors including article word counts and color pages. The journal will adjust the final cost accordingly based on amount of content that is finally published, but it should be within the estimated publication cost. 3. Period and place of performance All scientific articles will be submitted to JID by July 2024 for review. Tentative publication date is November/December 2024 or Early 2025, depending on the peer review process. The final product is publication of the articles online, but a physical printout will also be made available by the publisher. 4. Background The U.S. NAMRU SOUTH is planning to write a collection of review articles on different topics with the focus on infectious diseases particularly in Peru and South America. This collection of review articles provides an overarching narrative (history) about NAMRU SOUTH and the Peruvian counterpart to highlight 40 years of scientific activities and achievements in prevention and management of infectious diseases in Peru and South America. The following science disciplines are included: virology, bacteriology, entomology, parasitology, and regulated clinical trials, covering a wide spectrum of research and surveillance findings in the context of disease prevalence, advanced technology for disease detection and control, antimicrobial resistance, and vaccine development. 5. Performance objectives, i.e., required results The following proposed topics have been approved by the editor at the Journal of Infectious Diseases (JID) and will be submitted to the journal by July 2024 for review. These scientific (review) articles will highlight 40 years of our U.S. NAMRU SOUTH accomplishments in fighting infectious diseases in Peru and South America. • Article Title (Introduction): Role of U.S. military overseas research laboratories in strengthening host nation's capability to combat infectious diseases • Article Title: Arboviral and rodent borne infections in Peru from 1993-2022 • Article Title: Sand fly surveillance for characterization of Leishmania and Bartonella species in the Peruvian Amazon • Article Title: Vector surveillance for ectoparasite-borne pathogen discovery in Andean countries • Article Title: Dengue vector control in South America: lessons learned and innovative approaches • Article Title: The development of One Health Networks for infectious disease surveillance and pandemic preparedness • Article Title: The history of longitudinal cohorts to study Dengue Virus epidemiology • Article Title: Landscape of bacterial enteric disease and traveler's diarrhea in South America • Article Title: Comparison of malaria diagnosis methods in the context of malaria elimination • Article Title: Malaria surveillance in Peru: cross-sectional study in the Peruvian Amazon Basin, 2012-2023 • Article Title: Respiratory virus surveillance in healthcare workers, 2015-present • Article Title: Risk factors for acquisition of norovirus at low-income settings, 2012-2020 6. Any operating constraints No operating constraints are foreseen. Timely approval of this non-binding contract will help ensure that the entire process from submission to publication of the articles is being executed as planned. Quality Assurance Plan (QAP) This plan is designed to provide an effective surveillance method to promote effective contractor performance. The QAP provides a method for the Contracting Officer's Representative (COR) to monitor contractor performance, advise the contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to conduct quality assurance to ensure that contract standards are achieved. Performance Objective PWS Para Performance Threshold Services. Performs all services set forth in the performance work statement (PWS) 2 All required services are performed and no more than one (1) customer complaint is received per month 1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action. 2. STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard. 3. PROCEDURES (a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR. (b) The COR will complete appropriate documentation to record the complaint. (c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files. (d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable. (e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints. (f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint. (g) The COR will consider complaints as resolved unless notified otherwise by the complainant. (h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.
