Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the installation of solar control film on the cockpit windows of NOAA Ship Rainiers 4 HSL boats (2801, 2802, 2803, 2804). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-22-00072 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. (iv) The NAICS code for this acquisition is 811122, Window tinting, automotive; the small business size standard is $12M. (v) Line items are as follows: CLIN 1: Window Tinting: Install Solar Control Film on Cockpit windows for HRN 2801, 2802, 2803, and 2804. (vi) Description of requirements for the items to be acquired: The vendor is to perform all service work described in the Statement of Work to the 4 HSL small boats assigned to the NOAA Ship Rainier. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. The NOAA Ship Rainier will have the HSL boats located at the NOAA MOC-P location at 2002 SE Marine Science Drive, Newport, OR 97365. Period of performance: 11/15/2021-12/17/2021 (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
