The evaluation will consider the non-price technical solution (technical approach, past performance, experience, period of performance considerations) to be significantly more important than price. COMBINED SYNOPSIS/SOLICITATION Purchase of 80 EnerSys UPS Batteries, Installation and Disposal of Batteries for Riello Master HP UL 250 kVA for the Aviation Weather Center (AWC) in Kansas City, MO. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M324Q0101. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 (JAN 2024) (Deviation 2024-06) (JAN 2024). (iv) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 335999. The small business size standard is 600 employees. (v) This combined solicitation/synopsis is for purchase of the following commercial items: CLIN 0001 Purchase of EnerSys UPS Batteries for Reillo Master HP UL 250 kVA in accordance with the Statement of Need. CLIN 0002 Purchase of installation, removal and disposal of old batteries. BRAND NAME REQUIREMENT: Only one brand is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. These UPS units are located in a server rack at the facility and provide conditioned power as well as battery backup for critical infrastructure. The UPS’ protect servers, network appliances, and other critical systems from power outage (for a limited period of time) or voltage spike. The AWC operates 24/7 and it is critical for aviation operations worldwide that we meet our mission deliverables. These are the same batteries we currently have and we need to replace them with the same batteries; this system is vital to our operations and we need to replace “like with like.” An off brand cannot be used.
