This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-64PP-S-20-0011 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01. The NAICS code applicable to this acquisition is 334516. For a small company to qualify as a small business, the small business standard is 500 employees or less. The Plant Genetics Research Unit, Columbia, MO., has a requirement for a Stand-Alone Outdoor Pulse-Amplitude Modulated (PAM) fluorometry system. This system involves light weight chlorophyll fluorometers and light sources that emit at specific frequencies and pulse times. A system of this nature also includes logging devices in order to autonomously collect and store continuous measurements. In order to be deployed in the field, the system must also be water resistant and include one or more batteries and solar panels as well as multiple measuring heads for simultaneous use on different plants. The system must include the following: 6 measuring heads each equipped with: Water resistant housing Leaf clip to hold the leaf in place and light guide with 60 degree angle between sample plane and guide. 10m or greater length power/data cables connecting the head to the data acquisition system. A flexible stand to support the head in the field. Modulated fluorescence excitation system with: Blue light (470nm, full width at half maximum 22nm) LED Photosynthetically active radiation (PAR) with measuring light at level of sample clip ranging from 0.15 to 1.5 ?mol m-2 s-1 at low modulation frequencies (5 to 25 Hz), and from 1.5 to 22.5 ?mol m-2 s-1 at high modulation frequencies (100 Hz) Fluorescence sensor: PIN-photodiode protected by longpass filter (50% transmittance at 645 nm). Selective window amplifier to measure pulse amplitude modulated (PAM) fluorescence. External LS-C sensor for selective PAR measurement, range 0 to 7000 ?mol m-2 s-1, cosine-corrected for light incident at angles between -30° to +30° from the surface normal. Temperature sensor: Thermocouple: Ni-CrNi, wire diameter 0.1 mm, -20 to +60 °C Humidity sensor: Capacitive-type humidity sensor on a specialized analog and digital integrated circuit, 0 - 100% relative humidity Data acquisition system compatible and integrated with above heads. Must include: Housing: Robust water-proof housing. Data management: Dual data storage on internal 8 MByte or greater flash buffer and an industrial grade 512 Mbyte or greater removable microSD flash card. Capable of wireless data transfer via cellular phone or satellite modem (phone or modem not included). Built-in or external rechargeable battery At least 7 sockets for connecting measuring heads. Capability to connect to distributor hubs (that might be purchased in the future) in order to expand system to 16 or more measuring heads. Transportation box for heads and data acquisition system PC interface box with ability for connecting the data acquisition system directly to a PC using USB cable. Solar Panels capable of powering the data acquisition system and heads in the field. Must be highly resistant to water, abrasion, hail impact, and other severe weather. And equipped with 4m or longer cable connection to Data acquisition system. Fluorometer software for system control and automated data acquisition and data analysis. Including the operation of the heads and saturation pulse analysis. Must measure and/or calculate the following: Ft, F0, FM, F, F0', FM', FV/FM and Y(II) (maximum and effective photochemical yield of PS II, respectively), qL, qP, qN, NPQ, Y(NPQ), Y(NO) and ETR (electron transport rate). Two routines for determination of the cardinal points ?, Ik and ETRmax of light curves. Software must also acquire and store PAR, leaf temperature, and humidity and include automatic determination of signal offset for all light intensities and all gain levels. Software compatible with Windows 10. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations.
