The Natural Resources Conservation Service (NRCS) is providing technical assistance to the Big Slough Watershed Improvement District (Sponsor) to provide flood prevention benefits in the Big Slough Watershed. This project located in Clay County, Arkansas, was planned and authorized under the authority of the Watershed Protection and Flood Prevention ACT, Public Law 83- 566 administered by NRCS. The plan of action was for seven floodwater retarding structures (FWRS Nos. 1, 2, 3, 6, 7, 10, and 11) to be constructed to provide storage for flood prevention and 100-year sediment storage. The objective of this requirement is to reaffirm the existing work plan, produce real property work maps for all the FWRS, and complete the preliminary plan for Site 10. The structure will be designed and constructed as high hazard dam, capable of safely storing and discharging the runoff from the Probable Maximum Precipitation (PMP) storm without overtopping the dam. The FWRS would meet current Arkansas and NRCS dam safety and performance criteria. Geologic investigation of Site 10 and all 7 structure locations will have to be completed. The Sponsors of Big Slough Watershed are willing to adopt the solutions outlined in the Supplemental Watershed Plan and Environmental Assessment that was finalized in 2009.
