F – Natural Resources and Conservation Services (2) Project Name. CLRD Big Thompson Revegetation (3) Description. The USDA Forest Service has a requirement for revegetation efforts on stream adjacent areas impacted by 2013 flooding and road re-construction efforts post flooding. (4) Synopsis Period. 22 July 2020 through 6 August 2020 (5) Contracting Office Address. 2150 Centre Ave., Bldg. E, Fort Collins, CO 80526 (6) Product or Service Code. Total Small Business (9) Proposed Solicitation Number. 1282AT20R0004 (10) Proposed Solicitation Period. The solicitation period is anticipated from 22 July 2020 through 18 September 2020. All solicitation documents will be posted to SAM Beta Contract Opportunities under the solicitation number at item 9. (11) Site Visit. See item 12. (12) Pre-proposal Conference. A pre-proposal/site visit is anticipated but not mandatory. All offerors desiring to attend should RSVP in accordance with the instructions and venue provided in Section E.1.6 of the solicitation terms. (13) Contact Point or Contracting Officer. (14) Place of Contract Performance. The Project is located on the Canyon Lakes Ranger District of the Arapaho and Roosevelt National Forests and Pawnee National Grassland (ARP) in Larimer, Colorado. The entire project area encompasses 9.5 acres on National Forest System (NFS) lands. The project area treatment units are located adjacent to County Road 43 along the North Fork Big Thompson River near Glen Haven, CO in Larimer County. (15) Contract Type: The Government anticipates awarding a Firm Fixed Price (FFP), Single Award, Stand-Alone Contract. (16) Contract Award Period of Performance. The period of performance for this contract is Award through 28 May 2021. (17) Contract Award Date. On or about 30 September 2020. (18) Contract Magnitude. The Government anticipates that the range price of this contract will be: Between $50,000.00 and $100,000.00*. *The range provides interested offerors a realistic range of the Government’s anticipated competitive range for this procurement. (19) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for award of this contract. The awarded Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award. Reference E.1.3.1(5) for options on fulling proposal requirements with or without an Active SAM Account. (20) Additional Information. (20.i) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 16 September 2020 NLT 1300 MT. Questions must be submitted via email to klenise.wallace@usda.gov and thomas.bates@usda.gov. Do not make assumptions. It is better to ask and know than to guess what the Government’s intent is for any given subject area. All inquiries should include the solicitation number in the subject of the email. (20.ii) Proposal Submission. Proposals are due Friday, 18 September 2020 by 1500 MT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name.
