This is NOT a solicitation for proposals or quotations. As part of its market research, USDA ARS is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement and their size classification relative to the North American Industry Classification System (NAICS) codes 541519. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The requirement is for updates to a custom database (ALICE) software from version 17 to 19 of 4D due to current operating systems that have upgraded which caused obsoleting code tools used in ALICE. Respondents should be able to provide the technical capability to install additional functionalities to the software package. Including developing additional search capacities of the database and ordering input fields by users of the database linked to the ARS Collection of Entomopathogenic Fungal Cultures (ARSEF) website, enabling more accurate and automated ordering of cultures through the website and provide more search capabilities and a better user-friendly interface by updating to current menu options, enlarged fonts, adding or separating some fields as variables and query functions in the database. The service will be performed remotely for the United States Department of Agriculture (USDA), Agricultural Research Service(ARS), Robert W. Holly Center, Tower Rd, Ithaca, NY 14358 The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. No Request For Quote (RFQ) exists; therefore, do not request a copy of the RFQ. Responses to this Sources Sought are not quotes on which USDA ARS can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute a RFQ. The Government does not intend to award a contract based only on responses to this Sources Sought. All information received in response to this Sources Sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
