PRE-SOLICITATION USAID/UKRAINE STRONG UA Dear Prospective Offerors: The United States Government, represented by the U.S Agency for International Development (USAID) to Ukraine, intends to release a solicitation for the USAID “Support for Trade, Recovery Opportunities, and National Growth in Ukraine (STRONG UA) Activity”, for a single Cost Plus Fixed Fee (CPFF) term type contract with a base period of performance of two (2) years plus three (3) one-year option periods, subject to availability of funds. The purpose of this pre-solicitation notice is to provide information regarding the anticipated STRONG UA Activity through a synopsis per FAR 5.2. The purpose of the STRONG UA Activity is to support Ukrainian small and medium enterprises (SMEs) at scale to: i) invest in their recovery and growth; ii) to develop new market linkages, and; iii) enhance their innovation and competitiveness. The applicable NAICS Code is 541611. USAID intends to use full and open competition for this procurement and to release the solicitation within the first quarter of U.S. fiscal year 2025. The solicitation will be made available electronically on www.sam.gov. All responsible offerors will be invited to submit a proposal. Offerors are encouraged to check https://www.sam.gov regularly to obtain additional information on this requirement. Except for the information provided herein, no additional information regarding this planned RFP is available at this time. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.2 and is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP). -End-
