See attachment 3. ****ORIGINAL RFP**** This is a solicitation for National Urinalysis Testing and Support Services and is prepared in accordance with Judiciary Guide Volume 14, § 330 Standard Competitive Contracting Procedures, for the Administrative Office of the U.S. Courts (AO). This announcement constitutes the only solicitation and proposals are being requested. This solicitation is unrestricted and is not set aside for small business. The Judiciary is not subject to the FAR to include small business regulation. The AO is seeking to award an indefinite delivery indefinite quantity (IDIQ) contract for National Urinalysis Testing and Support Services to support the United States Probation and Pretrial Services Office (USPPSO) and its Treatment Services vendors, to provide urinalysis testing (to include initial screening, confirmation testing, specimen validity testing) and support services (to include interpretation, attestation, testimony, document preparation, local reports) for drugs of abuse. The contractor shall support USPPSO and its Treatment Services vendors located within the contiguous United States, Alaska, Hawaii, Puerto Rico, Guam, and the Virgin Islands. Collectively, these documents provide details on the requirement, the instructions for preparing and submitting proposals, and the evaluation criteria the Government will use to evaluate the proposals received.
